Building legalisation
Under the Law on the Legalisation of Unpermitted Buildings (Official Gazette of Montenegro, no. 91/2025), in force since 14 August 2025, buildings built without a building permit or against the approved design can now be legalised.
Legalisation requires the building to be properly registered. Only buildings with correctly prepared and verified survey documentation can be entered in the cadastre and become legal.
